ONORC Project

One Nation One Ration Card (ONORC) lets ration-card holders draw their Public Distribution System (PDS) entitlements from any Fair Price Shop in the country, rather than only from their home shop. For seasonal and circular migrants — who move for work but whose ration cards stay tied to their home village — this portability can decide whether a family accesses subsidised food or goes without. This project studies how ONORC works in practice: who uses portability, how it affects food security for migrant households, and where gaps remain between the scheme's design and its delivery on the ground.
